encrypt or decrypt

How to encrypt or decrypt a file in php when file is uploading? I am try to upload a file by using php code in a folder but i want when file is upload then it will goes on encrypted format and when we retrive the same file then i want it in decrypt format?

Why is my Internet Explorer 7 not working after installing it? Everytime I download, install, and restart my computer, Internet 7 wouldn't be there. All I do is install the Internet 7 for my computer and restart like it says, and nothing. There is an icon that says it is updating the computer, but I still have the old Internet Explorer. I go to my control panel, and it says I have Internet Explorer 7, and yet I don't have it.

How to check that what is downloading in my computer from internet because i am using mtnl broadband connection & paying very hefty money for my internet usage please suggest me is there any ways to check how much & what i have downloaded from internet while i am online.
